one of the things Steve Williams was good at doing, was managing Tiger's state of mind while on the course. he would suggest clubs and provide distances based on how well/poorly Tiger was hitting the ball. it's been stated that he would intentionally provide incorrect distances because he knew Tiger was amped up coming down the stretch on Sunday and was smashing his clubs further than he normally would.
i don't think Joe and Tiger are at that level yet.
it sounds simple to say, "take a shorter club", but that's not really the answer.
Tiger knows on the range, his 9 iron typically carries 153 yards. when he's at that distance, he's going to pull 9 iron unless he's trying to flight the ball differently. what happens is, the excitement and emotion of being in competition raises the adrenaline levels, and instead of hitting his 9 iron 153 yards, he hits it 170.
the only thing that will fix it is more reps in competition. traditionally, Tiger hasn't played a lot of tournaments. he's playing more tournaments to get the reps in competition. as he does, you'll see his distance control improve.
