I really miss Border's.   One could go to Border's and pick up the annual golf magazine and get the golf course layouts etc. for each of the majors.    The only things I know for next week are the field and its a par 70.

The layout for the golf course for the U.S. Open is controlled entirely by the USGA. It's their championship.

you are correct kind sir the USGA and no one eles controls the course layout, the starting times, the sun rise and sun set of  the us open, if you want to play in it, you have to qualify according to USGA rules.  you dont need to be a member of any pga, euro or asian tour.  Anyone can qualify, however, you will be competing agaqinst many PGA tour pros to get a spot.  First step is to fill out an application, then if you are accepted, you will be given a Tee time at one of the USGA sponsered places somewhere in the US.  It is harder to qualify for the US open than it is to get to the moon in a hot air balloon.  But you could do it... but i recomend that you don't try if you have over a 2 handicap.

You must have an index of 1.4 or less to submit an entry to play in the U.S. Open. What's interesting is that, even with that requirement, you see guys shooting scores in the 90's in the local qualifiers.

No, I thought Borders went out of business.   I will check a BN store and try to locate a story on the U.S. Open.     I think par this year will be a good score for Tiger to win or make it into a Monday playoff.   Last year Rory got lucky with how Congressional  played, soft.  There was no high temperatures & humidity last year in Maryland.     

I have been trying to remember the name of the publisher for the golf magazine I use to purchase each year that discussed all the tournaments on the PGA Tour.   The nearest I recall is something like Anthlon....?

a 24 handicap can apply and try to qualify.. but you have to play as a scratch golfer.  It is like anything eles, anyone that qualifies can play.
