Billy Payne scolding of Tiger Woods in April 2010 showed that even a chairman at a private golf club full of wealthy men located in the southern region of the USA acts with no class at times.
It was a low point in Payne's chairmanship at Augusta. Payne's comments reminded the public of the arrogance and the constant need by Augusta to flex its sense of "unbridle" power. There was no reason for Payne to open his mouth about the matter.
