Contrary to the views expressed in this article, carbon tarifffs are very workable. The EU and US simply need to apply a domestic carbon levy equivalent to that of their carbon tariff.

And rather than erring by looking to determine emissions on a "per person basis" the correct method is on a "per square kilometer" basis. Afterall, governments are responsible for what goes on within the borders of their countries.

It seems there is an about face and we now have an understanding that "carbon tariffs" are workable (not under cap and trade however) and there are measures which can be implemented to serve the best interests of the individual nations while penalizing carbon emissions.
