On This Date 11/16-Bush Dishonest or Inept?

2005: VP Cheney said today that talk that the "Administration purposely misled ... on pre-war intelligence is one of the most dishonest and reprehensible charges ever aired" in Washington.
Well, there is no doubt that citizens were misled; it is up to each citizen to decide if it was done on purpose, or was the result of gross incompetence and self-delusion by the Bush administration. A review of Mr. Cheney's own misleading statements, might help in deciding. On 9/8/02 Cheney declared that he knows "for sure" and "in fact" and "with absolute certainty" that Saddam was buying equipment to build a nuclear weapon. On 3/24/02 Cheney said "[Saddam] is actively pursuing nuclear weapons at this time". On 12/9/01 the VP told us that "It's been pretty well confirmed" that an Iraqi intelligence officer met with a 9/11 hijacker. None of these certainties proved to be true.
Yet, here is the vice president calling critics of the administration "dishonest and reprehensible". Might "dishonest and reprehensible" be an apt description of Cheney's statements, or would he prefer "incompetent and reprehensible"? The record is clear; he was either dishonest, or incompetent, or perhaps both.
