If a person had already paid their fine and wasn't aware that they did not pay on time AND they were not notified that they had a late fee - I do not think it is right to come back 4 years later to collect that fine with interest!

By all means, if a person has been notified and they blatently refused to pay the fine, then I think it is ok to collect it.  However, limited staff or not, I think it is pretty poor that 4 years have elapsed since trying to collect the fee.  If no effort has been put forth in trying to collect the late fee, then I think there has to be a statue of limitations on how long they can wait before trying to go back and collect. 

My biggest problem with this is if there was no other notification and out of the blue they come and say you never paid.  It should be just like a rebate - if you do not notify by a certain date that more money is due, then you shouldn't be able to still collect it.

Now if there was correspondence that more money was due, then by all means it should still be collected including the costs incurred to try and collect it multiple times.

If none of this protocol was followed, then I think a one time notice should go out saying you owe this amount - if it is not paid by such and such a date, then you will be prosecuted for this other amount which should include the interest from the time the original money was due.

If the county received her check and cashed it AND never notified her that there was a late fee accruing more late fees, that's tough for the county.

I always write PAID IN FULL on my payments.  If they expect anything more they better not cash the PAID IN FULL check.  I learned that on the People's Court!

I agree with Onel, as I too received a past due late fee on a parking ticket issued in June of 2002.  I received this before anything was in the paper about it.  I called the Ramsey Co Violations bureau and they confirmed I had paid $20.00 dollars for the fine but not the late fee.  I was not aware of a late fee.  Also why is an out of state company collecting the late fees?
