SOAP got caugt up in the whole RAND discussion (see W3.org) which should now be settled.

SOAP is, as far as I can tell, a PROPOSED WORKING GROUP to come up with a standard, rather than a defined and W3C approved standard. The reference document is only a NOTE, not a recommendation:

Possibly. But there are no standards yet (see the matrix above). Arguably, SOAP is way over-kill for what Amazon is trying to do here; I can only think of justifying it if you need WSDL, but you probably don't for this service? If all you got is a hammer...
Still, I'd like to see a SOAP interface if just for the fun of programming it :-)
